2008: Consulted By UNICEF-Uganda to develop an issue paper on Safety and Security of children in schools for the Department of Pre and Primary Education, Ministry of Education and Sports.

  • Reviewed report on Go to school, back to school and stay in (GBS) campaign and other reports on children’s safety and security.
  • Drafted discussion guidelines on safety and security
  • Held consultative meetings with departments in Ministry of Education & Sports, UNICEF staffs and Non Governmental Organizations.

Dr Mubarak Nasur is a highly motivated and certified professional Medical Doctor with over 5 years’ post qualification experience in services provision, programs management and coordination in all the contexts. He has the ability to establish priorities, plan and identify health program needs and provide appropriate solutions with respect to human dignity; develop, implement and monitor work plans allowing creativity and critical decision making within a context of the overall program strategy. Working with UNICEF as Education Specialist supporting policy in the areas of basic education, gender, girls education and emergencies. This oversight role includes; quality assurance, technical advise undertaking situational analysis, developing programmes, field monitoring, resource mobilisation, reporting and capacity building.

 

2009 – 2013

Working with Save the Children International as Programme Manager Education, overseeing the Education portfolio, ensuring equitable access to quality Education covering;  ECD, primary, non formal and formal education and education for youth empowerment. SC is a Leading International Child Rights Based Organization that focuses on development and humanitarian interventions; implementing programs for the welbeing of vulnerable children in hard to reach, emergency and conflict affected/ post conflict communities for a lasting impact through intergrated programming.

Key tasks accomplished under Education work in Save the Children

·         Provided leadership and technical advisory role at strategic and implementation level to ensure Child Rights Programming working principles are enshrined in the Education portfolio also

·          Ensured good management and quality program delivery, through mainstreaming child  protection and participation, gender, DRR, HIV,  inclusive and community participation in education.

·         Taken a lead role in project planning, management and budget tracking, timely and quality donor reporting for over 40% of SC’s country budget and resource mobilisation.

·         Iniated and supported the development of innovations to scale through evidence based research like SC Quality Learning Environment Tool to create child friendly schools, spearheaded the roll out of the Literacy Boost model, initiated and supported the development of the first SC Uganda ECD model and a contextualised ECD training guide and materials for pastoralist communities in Karamoja, a non fomal model for education for youth empowerment for mountainous communities.

·         Developed SC education strategy for 2010 to 2014 and provided technical support in developing the Country Strategy for 2010 to 2014 and the review of the strategy in 2012
